D. Scott Barnes, Manager of Visual and Performing Arts for the Edmonds School District, is also currently the NAfME NW Division President. Prior to his administrative career, he taught high school band in Oregon and Washington. Additionally, he has served ten years on the WMEA Board, including a term as President in 2014-16. Scott holds degrees from Western Washington University (BMUS), the University of Oregon (MMUS) in horn performance and music education and received his Administrative Credentials from Washington State University. In 2020, he was inducted into the WMEA Hall of Fame. Under his direction, the Edmonds School District has been recognized by the NAMM Foundation as one of the “Best Communities for Music Education” each of the last fourteen years.
Scott plays horn in the Cascade Symphony and Brass Reflections Quintet and has been the Associate Conductor of the Shoreline Community College Concert band. He continues to be an active performer, clinician and strong advocate for music education in the state.

Scott earned his Bachelor of Music degree from Western Washington University.

He received a Master of Music degree from the University of Oregon in horn performance and music education. He also holds Administrative Credentials from Washington State University.
